NIGP Representation

The National Institute of Governmental Purchasing (NIGP) Board consists of 15 leaders elected to guide the long-term success of NIGP and its member programs. Directors are elected by the members of the region they represent.

NIGP Region V Director


Charles H. Smith, Jr., is the Director of Procurement Services, Georgia Department of Corrections 

He currently has responsibility for all procurement and construction activities for the Georgia Department of Corrections which exceeds $300 million in addressable annual spend. Charles provides direct support to approximately 125 field agencies, 12,000 state employees, 60,000 inmates, and more than 150,000 probationers.

Charles is currently serving as Region V representative on the NIGP Board of Directors and a member of the Georgia Chapter of the NIGP. A strong advocate for educating procurement professionals he serves on the NIGP, Knowledge Management Committee. Moreover, his agency was awarded the Outstanding Agency Accreditation Achievement Award (OA4) in 2013.

Prior to joining state government in July 2005, he completed a 23-year military career in the United States Army, which included both operational and acquisition duties, culminating his career as the Chief of Contracting (COC), Baghdad International Airport, Iraq. He holds a B.S. Degree from the University of Maryland, University College, College Park Maryland and MBA from Touro University, Cypress, California and is a Certified Public Purchasing Officer ("CPPO"), Certified Professional Public Buyer ("CPPB"), and Georgia Certified Purchasing Associate, ("GCPA").
