Norma Hall, FNIGP, CPPO, CPPB, CPM
Future Changes in UPPCC Certification Requirements

Norma has worked for the State of South Carolina for 38 years.  She has worked for 5 different state agencies during her career.  She currently works for the Division of Procurement Services, Materials Management Office, Division of the Budget and Control Board.  She is currently the State Information Technology Procurement Officer for the Information Technology Management Office.

Norma is also the Chair of the Universal Public Procurement Certification Council, and one of three NIGP Representatives to serve on the Council.  She served on the Board of Directors of NIGP from 1999-2008, and is the 2005-2006 Past President of NIGP.    

She was a founding member of the National Council for Public Procurement and Contracting (NCPPC) and served from 2005-2008, and served on the Lewis E. Spangler (LES) Foundation in 2006-2008.  She is a Master Instructor and has been teaching for NIGP since 1986. 

In 1998 Norma was the Purchasing Manager of the Year for NIGP, and in 2009 Norma was awarded NIGP’s highest honor, the Albert H. Hall Memorial Award for Procurement Excellence giving her the distinction of becoming a Fellow of NIGP (FNIGP).

Norma is also the 1989 Past President of SCAGPO and was awarded the James H. Barnes Award in 1991.  She is still active in the Chapter and serves on the Professional Development Committee.  Norma is also a member of NASPO and is their current Education Sub-committee Chair.

Norma’s passion is professional development and professional recognition for those in the procurement field. 

 

Dr. Kevin Chandler
Back Health

Dr. Chandler grew up in Irmo, South Carolina and graduated from high school there in 1985. He received his Associate of Science from Midlands Technical College and then his Doctor of Chiropractic degree from Sherman College of Straight Chiropractic in 2002. The chiropractic techniques he has utilized over the years include: Diversified, Gonstead, Thompson, Activator, and Cox-Flexion/Distraction methods. His love of chiropractic and genuine concern for others drive his pursuit of excellence in his work as well as his service to the community. He continues to study, attend seminars and maintain clinical excellence by keeping up with any new information that might be helpful to his patients, including the fields of nutrition and supplementation. All this is in hopes of being a better problem solver and in helping patients utilize different approaches to the evolving world of healthcare and the current wellness movement.

He welcomes anyone seeking a higher level of wellness and health, including patients with fibromyalgia, chronic low back pain, headaches, neck and shoulder pain, sports injuries, pregnant women and especially children. Dr. Chandler does not ascribe to any marketing generated financial payment plans or excessive plans of care that keep you coming back into the office. His only concern is getting you feeling better with as few well planned visits as possible. If he cannot help you, then he will find someone who can.

Dr. Chandler is the owner of Core Chiropractic in Lexington and shares office space with Dr. Tim Votion of Trinity Health Services. He lives in Columbia and enjoys researching health and wellness topics, music, surfing, camping, hiking, and spending time in the Word of God & church fellowship.

 

Quentin P. Chavis

Quentin Chavis was born and reared in Sanford, North Carolina. He attended Shaw University in Raleigh where he earned a Bachelor of Science degree. Mr. Chavis has 40 years of experience in Human Resources Management and training in both the public and private sectors. He is currently employed with the South Carolina Department of Health and Environmental Control as the Director, Office of EEO/Affirmative Action. Mr. Chavis has been happily married to the same lady for 41 years; and they have two sons and four grand- children, all of whom reside in Charleston, SC.
