"Welcome to" the Election Edition of Buyways.  As SCAGPO's Nominating Chairperson, it has been my responsibility to prepare a ballot for the Board and Membership of viable candidates for office next year.

As you can imagine, this can be somewhat of a challenge, but I am proud to share that we have a great list of enthusiastic, professional, and dedicated members to choose from. 

The election will be open from October 26 through November 8, 2016.  I ask that each and everyone of you take a moment to review the enclosed bios and choose the candidates that you believe will best serve membership in their respective categories.

Finally, as we look to the future, I ask that you please consider committee participation.  This aspect of volunteerism is critical to the success of the Chapter and is your first steps in obtaining future leadership opportunities in SCAGPO.

Please take part in the process.  As always, the successful candidates will be announced during the Annual Forum.

Stacy Adams, CPPB

Candidate for President

Stacy Adams is a Procurement Manager II and Team Lead employed with the South Carolina Budget and Control Board State Procurement Office. Prior to joining the SPO team, she worked in procurement at the State agency and county levels. Stacy teaches the MMO Business Practices course on behalf of the Materials Management Office helping procurement professionals learn how to do business with the State. She has also presented “The Pro Way” at the SCAGPO Forum in Myrtle Beach, SC in 2014. Stacy has served in various capacities for SCAGPO over the years, including several terms as Director at Large, Treasurer, and currently Vice President. She was awarded the distinction of being the SCAGPO Buyer of the Year for 2014. Robert J. Lyon

Candidate for Vice President

Contributions to the entity I serve – South Carolina Association of Counties (SCAC)

  • I process all paperwork relevant to the purchasing of goods and services while ensuring compliance to company purchasing guidelines.

  • Help to negotiate hotel and other contracts as pertaining to our annual conference in Hilton Head each year which hotels near 600 county official, state representative, and national representation from the National Association of Counties (NACO).

  • As an administrator of SCAC’s Debt Setoff Program I have helped to return over 75 million in uncollected debt to entities throughout the state of South Carolina.

  • Help to develop an agreement between SCAC and GovDeals in which South Carolina counties can sell used equipment in an auction style environment.

  • Worked with Forms & Supply, Inc. to develop contract pricing for all 46 counties of South Carolina to purchase office supplies at discounted rates.

  • Helped to develop the “Don’t Dump on SC” campaign in 2014 to help outside companies from dumping waste in South Carolina.

  • Through a lobbying effort in the state house help to maintain and make sure the Local Government Fund (LGF) is fully funded each year to support county operations.

  • Hosted the SCAGPO Christmas Event 2015 at the Capital City Club

 

Contributions of the local community

  • Working with Habitat Humanity help build two homes in West Point, GA/Lanett, AL

  • As a member of the Dutch Fork Civitan’s Club I have helped and sponsored a fundraiser for the past two years where monies raised goes to support Autism research

  • Been a volunteer to feed the homeless Thanksgiving Day for the past four years at Hudson’s of Hilton Head Island

Nanette Johnson, CPPO, CPPB

Candidate for Vice President

Nan is the Director of Procurement Services for Darlington County School District.  She has been an active member of SCAGPO since 2009.  As such, she has worked on several committees including the Forum, Professional Development, Awards, and Forum Committees.  Nan worked as the lead person for the Hall of Fame Induction in 2015 and 2016.

Nan holds CPPO, CPPB, and SC State Procurement Certifications for levels 1, 2, 3, and IT Procurement.

Nan serves the organization currently as a Director at Large.

Message from Candidate:

My name is Nan Johnson. I am running for Vice President of SCAGPO for the upcoming year. I have been employed by Darlington County School District for 23 years. I have been involved in purchasing for 11 years, holding the position of Procurement Director for the past eight years. I have been an active member of SCAGPO and NIGP since 2009. Currently, I serve as a Director at Large, Hall of Fame Committee Chair and on the Professional Development Committee. My participation in the Mentoring Program, certification study groups, SCAGPO committees and regular attendance to SCAGPO Annual Forums and training sessions has allowed me the opportunity to meet many wonderful and talented people of whom I have learned so much. I have completed the State of South Carolina Procurement Certificate Levels 1, 2, 3 and the South Carolina IT Procurement & Certification Program. I received the UPPCC designations of CPPO and CPPB in 2013. It is my desire to continue to grow our profession and SCAGPO membership and to serve our organization any way I can.

Denise Badillo, CPPO, CPPB

Candidate for Treasurer

Denise Badillo is SCAGPO's Current Treasurer.  She has worked at the City of North Charleston for 20 years.  Denise has served SCAGPO in the past on several committees, including Certification, Forum, and with the Reverse Trade Show.  She has also hosted Professional Development events at the City as well.

 

 

 

Lawana Robinson-Lee, CPPO, CPPB

Candidate for Secretary

LaWana currently serves the organization as Secretary. She has been active since she became a member; and has served on the Professional Development Committee as well as in other capacities as requested. 

Lawana faithfully attends SCAGPO's Professional Development events and works hard behind the scenes to ensure the organization runs smoothly.  She is employed by the City of Columbia.

 

Clarissa G. Clark, CPPO, CPPB

Candidate for Database Administrator

Clarissa Clark has been a faithful member of SCAGPO for years, having served as President, Vice President, Director at Large, and Chairperson of several Committees.  Clarissa has served on every SCAGPO Committee except for the Legislative & Resolutions Committee.

Clarissa is the organization's current Database Administrator & Forum Chairperson.  She works for the University of South Carolina and has previously worked for Richland One, DHEC, Denmark Technical College, and The Citadel.

Andrea Bowman

Candidate for Director at Large

Andy Bowman has been an active member of the organization for many years.  She served on the Professional Development, Informatiuon & Publicity, and Program Committees.  In her role as Director at Large, she lead the Region I Charitable Project to collect items for local Veterans. 

Andy currently works for the SC Department of Natural Resources.  She has also worked for Corrections, DOT, B&CB, and DSIT.

In addition to being available to assist as needed for SCAGPO events; she has volunteered as a parent worker in many capaciries: Boy Scots, Marching Band, ROTC, and Drill Team.

 

Janice Bradford, CPPB

Candiate for Director at Large

Janice currently works in the Procurement Department at Midlands Technical College, as a Procurement Officer for the last 9 years. Previously, she worked for 8 years as a Fiscal Technician at The State Board for Technical and Comprehension Education and 7 years with The Department of Labor, Licensing and Regulation as an Administrative Assistant for the Medical Board and then as the Exam Coordinator for the Engineering and Land Surveyors Board. She has 23 years of service to the State of South Carolina.

 Janice has been a member of SGAPO and NIGP since 2008.

 Janice earned her CPPB in 2013 and is working towards expanding her certifications and procurement knowledge.

 Janice has served on the Forum Committee, Golf and Bowling Committee and several SCAGPO charitable events. Currently, she is the Chairperson for the Certification Committee.

 

Debbie Cannon, CPPO, CPPB

Candididate for Director at Large

Since becoming a member of SCAGPO in 2003, Debbie has served on the Certification Committee for several years while also holding the Position of Secretary for that committee for 2 years.  She assisted with the startup of the Certification Committee's Silent Auction.  Debbie volunteered at the NIGP for the 2015 Volunteer for Louie's Kids project and volunteers at Seacoast Church for special events.  

 

 James P. deLuca, CPPO

Candidate for Director at Large

Jim deLuca is the Director of Procurement for The Citadel. He has been a member of SCAGPO for over 15 years; and has served the organization as Director at Large, and on the Forum Committee.

In South Carolina, Jim has worked for the County of Charleston, and Medcical University of South Carolina.  He has also worked for the United Nations in several (Procurement) capacities.

Jim is a US Military Veteran and served our country as 1st Lt., Battalion Supply Officer/enlisted Avionics Technician from 1980 to 1987.

 

 

 Tammy Isham, CPPB

Candidate for Director at Large

Tammy solicits your vote for a Director-at-Large position on SCAGPO's 2017 Board. She have been a member of SCAGPO and NIGP for eight years; and is eager to serve fellow members and share her knowledge.

She is a current Director-at-Large and have also diligently served the organization on the Professional Development Committee (2013-2016). Tammy hosted several NIGP Courses as my site; and assisted the Professional Development Committee Chairperson with the NIGP Course Schedule for the Chapter. She has also served on the  Information & Publicity Committee (2011-2015), Program Committee,  and Forum Committee (2015).  She was a 2011 Scholarship recipient.

She asks that you please consider voting for her to keep the Director-at-Large seat for 2016-2017.  As your representative, she promises to continue to support the new President and Board and continue to make the best decisions for our members.

 

 Melissa Thurstin, CPM

Candidate for Director at Large

Melissa has been a member of SCAGPO since 1989.  She served the organization as Treasurer from 2000-2003 and 2010-2013.  She has served on all Committees except for Legislative and Resolutions.  Previously, she worked as Committee Chairperson for the Professional Development, Forum, Awards & Scholarship, and Information & Publicity. 

Melissa is a Faithful supporter of the Certification Scholarship.  Professionally, she worked for the Budget & Control Board and is currently working at Wil Lou Gray Opportunity School.
