SCAGPO's Nominating Committee is responsible for preparing a ballot for the Board and Membership of viable candidates for Board service in the upcoming year.
I am happy to share that we have a great list of enthusiastic and dedicated members for you to choose from.
Please take a moment to review the enclosed messages from the candidates and choose the ones that you believe will best serve our membership in their respective categories.

The election will be open from October 22 through November 4, 2019. As always, the successful candidates will be announced during the Annual Forum.
As we look to the future, I encourage each of you to get more involved in our organization by volunteering for a committee and sharing your unique talents and ideas. This aspect of volunteerism is critical to the success of the Chapter and is your first step in obtaining future leadership opportunities in SCAGPO.

I am grateful, humbled and excited to be listed on the ballot for the office of President. My goal is to promote unity and growth throughout our diverse spectrum of professionals.
Over the years of being a part of this great organization, I’ve grown and learn many lessons; professionally and personally. I’ve been mentored and encouraged by some great people. I’ve met so many of you from quarterly trainings to reverse vendor trade shows to our annual forums. You’ve deposited your special gifts and talents into my pool of knowledge and understanding as a purchasing professional.
I’ve enjoyed serving you in many capacities and committees: Currently Vice – President and 2019 Program Committee Chair. I’ve also served on the Professional Development, Information & Publicity and Forum Committees. From 2014 – 2018, I’ve served as a Director-At-Large and finally 2018 Buyer of the Year.
Together, we can put our pieces of respect, knowledge and expertise together to strengthen the bonds of SCAGPO. I await the opportunity to help bridge our vast community of great people together to create greater leaders. Your opportunity to serve is just a click away by volunteering as I have done. LaWana Robinson-Lee, CPPO, CPPB
My name is LaWana Robinson-Lee and I am the Director of Purchasing for Rock Hill Schools. I have over 15 years of public procurement experience. I hold several degrees which includes Master of Business Administration, Master of Science in Accounting and Master of Public Administration. I obtained, both, the Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB) designations in 2014.
I am an active member of the National Institute of Governmental Purchasing (NIGP) and the South Carolina Association of Governmental Purchasing Officials (SCAGPO). I have been a member of SCAGPO for over 6 years. During my membership, I have chaired the Mentoring and Professional Development committees. I have served on the Membership, Forum, and Professional Development committees as well. Additionally, I have had the pleasure of serving on the executive board for 3 different terms as Secretary.
I am a devoted wife and mother of two teenage boys that keeps me running. I enjoy spending time with my family and playing Candy Crush Soda.
I am running for Vice President of SCAGPO. As Vice President, I will be the voice for our members and assist in the advancement of our organization. It would be a great honor to serve the members and promote SCAGPO.

Georgia Gillens, CPPO, CPPB, CPM
SCAGPO Members, it has been my distinct pleasure to serve this organization for the past 20 years in multiple capacities. I have been fortunate enough to gain your trust as I worked from committee member to ultimately serve as your 2013 President. I remain dedicated to serving the membership and the communities we serve by upholding the ethical standards that lay at the very core of our profession.
I am currently employed by the SC Public Employee Benefit Authority as the agency's procurement director where I have the privilege of soliciting contracts for your insurance and retirement benefits. My previous work history includes serving as Procurement Director for the South Carolina Department of Education; Procurement Manager for the Materials Management Office (MMO); Procurement Officer for the SC Department of Parks, Recreation & Tourism; and Procurement Officer for the South Carolina State Library.
I am a graduate of The University of South Carolina and I hold a dual Master of Business Administration and Master of Health Administration from Webster University. Additionally, I also hold a master's degree in Procurement and Acquisitions and a Government Contracting Certificate.
I am a very active and involved member of SCAGPO and have served the organization in the following capacities: Awards and Scholarship Committee Chair 2019, Nominating Committee Chair 2014, Past President 2013, Vice President 2012, Program Committee Chair 2012; Forum Chair and Database Administrator 2011, Director at Large, 2010; Certification Committee; Information and Publicity Committee; Membership Committee; Mentoring Committee; and Professional Development Committee. I have never been fortunate enough to serve the organization as its elected Secretary, however, I was appointed by two previous SCAGPO presidents to serve in this capacity due to the illness of one secretary and the unexpected resignation of another. As I stood ready in previous years, I stand ready now to serve the membership in this vital role that captures the historical records of the SCAGPO Board as it represents you, the membership.
It is with an attitude of continued service that I solicit your vote for SCAGPO’s 2020 Secretary.
La Tasha A. Terry
It is my esteemed pleasure to introduce myself to you. My name is La Tasha A. Terry and I am a proud daughter of parents who both served in the U.S. Army. My parents instilled in me leadership and a drive for excellence. I was raised in Columbia, SC where I am a graduate of Richland Northeast High School. I attended the “Harvard of the South”, Francis Marion University where I obtained my bachelors in Sociology with a minor in philosophy and religious studies. I obtained my Masters in Business Administration from the University of Phoenix.
I started my procurement career in contract administration working for Winthrop University and South Carolina Department of Social Services in 2012. It was there I fell in love with the world of procurement and knew this would be my career path. In 2015, I started working as a Procurement Manager I, with South Carolina Department of Social Services. After that, I started a career in local government procurement as a Buyer for the City of Columbia. Currently, I am the Lead Procurement Officer for South Carolina Department of Health and Environmental Controls, Midlands Regional procurement office. Here I have the pleasure of leading a team of phenomenal procurement professionals and providing oversight over small procurements. Since being a member of SCAGPO, I have served on the Forum, Program, and Professional Development and Membership committees. I have co-chair the Dr. Seuss Reading Day event at A.C. Moore Elementary School and the 41st Pre-Forum Bowling event. I also, participated in the Juvenile Diabetes Research Foundation walk with SCAGPO in 2018.
You may ask yourself, why should I vote for you? Voting for me you will get someone who is passionate about procurement, professional development and the success of SCAGPO. I am a fun loving individual who is always willing to help their fellow man in whatever capacity I can. I promise I will be readily available to you and ensure your voice is heard. If I do not know the answer, I will find it for you. My ultimate goal is for South Carolina to be the model state when it comes to procurement. Remember a vote for me will be a vote for excellence.

Brandalyn “Brandi” Brewer
Region 1 Director Candidate: Brandalyn “Brandi” Brewer
Hello procurement professionals. My name is Brandalyn “Brandi” Brewer and I am running for Region 1 Director. I have lived in Lexington, South Carolina all my life and that is where I met my husband, Jerry, of 12 years. We have three (3) handsome, full of energy boys who never let mommy sit or slow down boys. Their names are Aiden (10), Coltyn (6), and Landon (4). Our family also includes two dogs (Oakley and Stella) and three hermit crabs. I spend the majority of my time at a baseball field watching all three of my boys play the Great American pastime. I love every minute of it. When I am not at the baseball field, I am watching my Gamecocks play (baseball and football), baking custom cakes on the side, wedding/event planning, or I have my toes in the beach sand soaking up vitamin D any chance I get. I also value spending precious time with family and friends.
My purchasing career encompasses nine years. I began my career at DHEC in the contract section later moving into the role of Contract Manager SCDMH. I currently serve in the role of Assistant Director of Purchasing and the Services Team Lead at SCDMH. I have served SCAGPO as a member of the Forum Committee for the last three years. For the past two years; I have served as the Chairperson of the Forum Banquet decorating committee. It would be my honor to represent SCAGPO as Region 1 Director and I would appreciate you vote in this year’s election. I will do my best to represent you well on the Board if elected.
Region 1 Director Candidate: Jessica Goff
My name is Jessica Goff I am currently the Region 1 Director, and I am running for Region 1 Director once again, and I would be honored to have your support. I am not your normal candidate, I will be and will have a voice for our members. Serving on the board is not about status for me. I believe I am the voice for the members. I will speak for you and will welcome all ideas, concerns and comments.
I am a procurement specialist for the South Carolina Law Enforcement Division. I have been with SLED for 7 years. Prior to me joining SLED, I worked with the Budget and Control Board with the SCEIS Team for 7 years. I am married with two awesome daughters and many fur babies. I love to spend time with my family and camp.
We are the future of procurement in South Carolina. SCAGPO has been a second family since I became a member.
I have been a member of SCAGPO for six years. I am the current SCAGPO pre-forum bowling chairperson for 2019, and am currently serving on the Forum, Silent Auction, Historian, Pro D and Program committees. In 2018 I served on the Forum, Historian and Legislative and Publicity committees. In 2017 I served on the Finance, Information and Publicity, Historian and Pro D committees. In 2016 I served on the Information and Publicity and Pro – D committees.
In my off-time I am serving as Choral Booster Club President for Gilbert Middle School and Vice President for the PTO for Gilbert Middle School. I am on the Parent advisory committee for Lexington School District one.
As your Region 1 Director I will get Region 1 involved in activities and events. I feel very strong about animals and would love to do a service project for a shelter in the future. I will be a voice for you. We need changes to move SCAGPO forward. I will bring energy to the board and the members. I want SCAGPO to continue to grow and be successful. I want to be an example for new members that you can make a difference and you can serve.

It has always been my honor to serve you, my colleagues, as a part of SCAGPO Leadership. I’ve got experience in the following positions:

As someone who has volunteered as a member of every committee except the Finance Committee, I have intimate knowledge of the inner workings of our organization. Very few people can claim this. As a SCAGPO member, I’ve received the Barnes & Bland awards; and I have received the President’s Award for Outstanding Service 4 times. Nationally, I’ve volunteered on multiple committees and task forces for NIGP and NASPO. In fact, I was an inaugural member of The Institute’s thriving Chapter Ambassador Program; and I am an Inaugural member of the Certification Commission. To my knowledge, I am one of only two SC members to receive awards from NIGP, having been honored with the Buyer of the Year in Award in 2014 and the Distinguished Service Award in 2019.
I’ve decided to run for a seat on the Board because I feel that as I draw closer to my final few years in State Government, it is my responsibility to give back to the betterment of our profession. I also feel compelled to serve you as an usher and mentor for SCAGPO’s future Board and Committee Leadership. As a past leader in this organization, my ideas were innovative and member centered. I desire to be a voice piece for you as we tackle new challenges in public procurement. Over the past year, I have worked with NIGP as an Instructor, Credentialing Design Team (which helped develop Pathways), Content Creator, and Certification Commission. The level of knowledge and information I received in those capacities are extremely valuable; and I assure you that there is no other person who has comparable experience and training that can be used to help our Board make decisions that will help you to meet your individual and entity goals.
SCAGPO is a great organization. I ask that you elect me so that I may take an active part in making it greater.
Willie Atienza has 12 years of procurement experience, 5 of those years have been in the public sector, with the City of North Charleston, where he currently serves as Buyer. Willie assists the Procurement Director with the bid/proposal process in writing specifications to be met by vendors and preparing award and contract documents. Willie is also responsible for surplus sales for City equipment and/or supplies and assisting the Procurement Director with the Small, Disadvantaged, Minority, Business Program.
Willie previously performed pre-award and post award activities, as well as monitored contract performance in support of SPAWAR Charleston for the Marine Corps and Federal Bureau of Investigation projects.
Willie has been an active member of SCAGPO since 2014 and an active member of NIGP since 2016. Willie has assisted with hosting Professional Development events and Reverse trade shows held at the City of North Charleston. Willie is currently the Information and Publicity Committee Chair and has volunteered on the Information and Publicity Committee for the past 3 years. As the Information and Publicity Chair Willie is responsible for maintaining the SCAGPO website and publishing and distributing information to SCAGPO members.
Willie’s hobbies include camping, coaching his daughter’s softball team, and spending time with family. Willie is married to Dawn Atienza; together they have three daughters.
Lanna Wright, CPPB
I am very excited to be on this year’s ballot for Regional Director, Region II. I have been involved in purchasing for 15 years, currently holding the position of Procurement Coordinator at Charleston County Park and Recreation Commission. I am an active member of SCAGPO and NIGP. I received the UPPCC designation of CPPB in 2007. I served on the Certification Committee and have been a regular attendee at the SCAGPO Fall Conference/Forums and have attended several NIGP conferences. It is my desire to learn more about this organization and to offer my support in creating ideals in promoting this great organization. My goal is to provide a line of communication and service to Region II. If elected, I will dedicate time and energy to fulfill this goal. I would appreciate your consideration in voting for me as your Regional Director for Region II.
Dora Robson is the Procurement Specialist for Aiken Technical College (ATC). She holds a degree in Communications from the University of South Carolina Aiken (USCA) and a Master’s in Business Administration from USCA as well. In 2019 Dora completed level III of the State Certification, and will also sit to take the CPPB exam this month.
Dora currently holds the position of Chair of Social Media (a sub committee of Information and Publicity) for SCAGPO, she tries to motivate engagement with each and every post to Facebook, Twitter and LinkedIn. During her 2 years as the social media chair Dora has increased the total # of participants from 10 to 100 on LinkedIn, increased views by 83% on Facebook and has utilized Twitter and the Forum App to promote SCAGPO events. In 2019 she also took over the chair of co-sponsorship and continued to volunteer for both the Professional Development and the Program committee for SCAGPO.

Nadine Chasteen, CPPO, CPPB
My name is Nadine Chasteen. I recently retired as a government procurement/financial professional of 41 years. I am a lifetime member of SCAGPO. I have a bachelor’s degree in Business Administration and hold the certifications of CPPO and CPPB. I have been committed to SCAGPO for my entire tenure in procurement (21 years) and have benefited from not only being a member but serving on the many committees of SCAGPO. I have served as Regional Director of Region IV in the past and it is my desire to serve again in this capacity to be able to create that connection between members and the SCAGPO Board and be YOUR voice. Members may have concerns they would like brought to the Board or you may just want to discuss a procurement issue. Also, my goal is to keep members informed about what is going on with SCAGPO. I am an NIGP instructor and have served SCAGPO in many areas over the years. I served as treasurer for five years, currently serving as Finance Chair and have held that position in the past. I have served on or chaired the following committees since 1998: Finance, Forum, Bowling, Program, Professional Development, Certification, Reverse Trade Show, Mentoring, Membership, and Certification. I am proud to be a member of such a great organization and to be able to network with so many incredible professionals who have become friends over the years. I am willing to serve you, Region IV, in a position that hopefully can make a difference for you and a difference for SCAGPO. Please consider voting for me when you have the ballot. My name is Charlene Pelzer Maffett, I am a Procurement Specialist for Rock Hill School District Three. I have more than twenty years of purchasing experience in county and city governments.
I am an active member of the South Carolina Association of Governmental Purchasing Officials (SCAGPO) and the National Institute of Governmental Purchasing (NIGP). I have volunteered for many committees within SCAGPO. Currently, I am a volunteer for the Annual Forum and Professional Development committees.
In my downtime I enjoy traveling the world with my husband and family. I also volunteer my time at church with the senior citizens, youth and women's ministries. Fall is my favorite season because I love the game of football both college and NFL.
As your Region IV Director I would be committed to establishing a direct communications link with the members in region four and increase the membership. My motto is “Don’t expect to see a change if you don’t make one”.
Charlene Pelzer Maffett
Patrick D. Fletcher, Jr., has been serving as the Procurement Director for Florence County, South Carolina since 2012.
He is currently responsible for the procurement and contracting of property, supplies, services, and/or construction for Florence County which constitutes the expenditures of funds in exceeds $54 million. He is also responsible for surplus disposal of County equipment and/or supplies.
He has served as the Procurement Officer for the City of Florence from 2002 to 2012.
He has been a part of NIGP and SCAGPO since 2003. He has served on the SCAGPO Membership Committee and has participated in the SCAGPO Mentoring Program in 2011.
He has worked in the Federal Government under various assignments in Washington, DC from 1989 until 1998 when he moved to South Carolina. He has attended the University of DC from 1987 to 1989. He served as an Operations Specialist in the U. S. Navy from 1983 to 1987 and was in the Naval Reserves from 1987 to 1989. He attended Strayer College (now Strayer University) from 1981 to 1983 when he joined the U. S. Navy.
It has always been Mr. Fletcher’s desire to service SCAGPO in a more meaningful manner and as the Regional V Director he will be able to accomplish this by serving the needs of SCAGPO’s Region V members.

Hello, SCAGPO members! It is hard to believe that we are nearing the end of 2019 already! This year has been amazing as the Chapter has offered many training opportunities, sponsored charitable contributions, and built and expanded our networks. We hope that you have taken advantage of the opportunities to date, but there is even more ahead in the coming months. We are planning to see many of you at our Annual Forum in November, and we hope to celebrate with you again at the Holiday Luncheon in December.
I also want to thank our membership for getting involved this year. We saw many new faces in positions this year, and that shows exciting prospects for the organization. If you have not found a way to get involved yet, there is always time. Jump in and complete a volunteer interest form letting us know what groups you are interested in working with. Our Chapter is as great as we each make it. Get involved and share your ideas.
As the focus of this edition of Buyways is on the Chapter's election, I also want to mention the opportunity you have to make a difference by voting.
