Welcome to the 2020 Election Edition of Buyways where we will introduce to you the candidates running for election. We are also including a personal message from each of them directly to you as our SCAGPO membership!

Welcome to the 2020 Election Edition of Buyways.
SCAGPO's Nominating Committee is responsible for preparing a ballot for the Board and Membership of viable candidates for Board service in the upcoming year.
A big thank you to the members of the 2020 Nominating committee – Stacy Adams, Dave Thomas, Elise Montgomery, Clarissa Belton, Emmett Kirwan, Denise Badillo.
Given the current pandemic and the effects on government, we had a difficult time finding members to commit to board service. The suggestion was made by several members to allow the president and vice-president to serve in their positions for an additional year. Being that these are unprecedented circumstances, these two officers were asked to submit applications to the nominating committee if they were willing to be on the 2021 ballot for their respective positions.
The Ballot was approved by the SCAGPO Board at the October 8th board meeting.

To vote in the election, you may use the VOTE BUTTON at the end of the list of candidates, or you may log on to your member account to access directly from the website. The election will be open from October 23 through November 10, 2020.
As always, the successful candidates will be announced during the Annual Forum.

Greetings to my fellow SCAGPO members!
We’re stronger and better together!
We are all dealing with one of the greatest public health emergencies our lifetime. I hope you all, your loved ones, colleagues, family and friends are safe and healthy.
I am grateful, humbled and excited to be listed on the ballot for the office of President. My goal is to promote unity and growth throughout our diverse spectrum of professionals.
Over the years of being a part of this great organization, I’ve grown and learn many lessons; professionally and personally. I’ve been mentored and encouraged by some great people. I’ve met so many of you from quarterly trainings to reverse vendor trade shows to our annual forums. You’ve deposited your special gifts and talents into my pool of knowledge and understanding as a purchasing professional.
I’ve enjoyed serving you in many capacities and committees: 2020 SCAGPO President and 2019 Vice-President and Program Committee Chair. I’ve also served on the Professional Development, Information & Publicity and Forum Committees. From 2014 – 2018, I’ve served as a Director-At-Large and finally 2018 Buyer of the Year.
Together, we can put our pieces of respect, knowledge and expertise together to strengthen the bonds of SCAGPO. I await the opportunity to help bridge our vast community of great people together to create greater leaders. Your opportunity to serve is just a click away by volunteering as I have done. It’s the start of a wonderful process!

Introducing Vice Presidential Candidate: LaWana Robinson-Lee, CPPO, CPPB
My name is LaWana Robinson-Lee and I am the Director of Purchasing for Rock Hill Schools. I have over 15 years of public procurement experience. I hold several degrees which includes Master of Business Administration, Master of Science in Accounting and Master of Public Administration. I obtained, both, the Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB) designations in 2014.
I am an active member of the National Institute of Governmental Purchasing (NIGP) and the South Carolina Association of Governmental Purchasing Officials (SCAGPO). I have been a member of SCAGPO for over 6 years. During my membership, I have chaired the Mentoring and Professional Development committees. I have served on the Membership, Forum, and Professional Development committees as well. Additionally, I have had the pleasure of serving on the executive board for 3 different terms as Secretary.
I am a devoted wife and mother of two teenage boys that keeps me running. I enjoy spending time with my family and playing Candy Crush Soda.
I am running for Vice President of SCAGPO. As Vice President, I will be the voice for our members and assist in the advancement of our organization. It would be a great honor to serve the members and promote SCAGPO.
My motto is: It’s not just about ideas; it’s about making things happen!
Introducing Secretarial Candidate: La Tasha A. Terry
It is my esteem pleasure to introduce myself to you, my name is La Tasha A. Terry. I am a diligent, hardworking, and goal orientated individual. I was raised in Columbia, SC where I am a graduate of Richland Northeast High School. I attended the “Harvard of the South”, Francis Marion University where I obtained my bachelors in Sociology with a minor in philosophy and religious studies. I received my master’s in business administration from the University of Phoenix. I attained my CPPO in December of 2019.
I started my procurement career in contract administration working for Winthrop University and South Carolina Department of Social Services in 2012. It was there I fell in love with the world of procurement and knew this would be my career path. In 2015, I started working as a Procurement Manager I, with South Carolina Department of Social Services. After that, I started a career in local government procurement as a Buyer for the City of Columbia. Then I moved over the South Carolina Department of Health and Environmental Controls to be the supervisor over the Midlands Region Procurement. Currently, I am a Procurement Manager I with the State Fiscal Accountability Authority. Here I have the pleasure of assisting state agencies with procurements over their certification limits. Since being a member of SCAGPO, I have severed on the Forum, Program, Professional Development and Membership committees. I have co-chair the Dr. Seuss Reading Day event at A.C. Moore Elementary School and the 41st Pre-Forum Bowling event.
You may ask yourself, why should I vote for you as Secretary? Voting for me you will get someone who is passionate about SCAGPO and will ensure that I attend all meetings and take detailed minuets. I will ensure everyone who is in need of the minuets will receive them prior to the next meeting. I will assist the President, board members and members in whatever capacity that I can. My ultimate goal is for SCAGPO to be the model procurement organization. Remember a vote for me will be a vote for excellence.
Introducing Treasurer Candidate: Elizabeth Marsh
My name is Elizabeth Marsh, but most of you know me as Beth. I am thrilled to be running for Treasurer of South Carolina Association of Governmental Purchasing Officials! I hope you will consider voting for me.
I moved to Columbia in 2015 from my hometown of Hampton, Virginia. I have a beautiful 19-year-old daughter that is in her second year at the University of South Carolina. We have two dogs, Duke a Pomeranian and Brooklyn and Tibetan Spaniel.
I have had the pleasure of working for the City of Columbia for four years. Starting as a Junior Buyer and working my way up to the Procurement Manager of Goods and Services, which is my current position. I love what I do every day!
I have a passion for Public Procurement and have learned a lot over the years from my numerous mentors, many of who are current and past Board Members/Presidents of SCAGPO. Not only do I have a Public Procurement background, I have an accounting background. I have worked as a Bookkeeper for a Private K-12 School, and a Public South Carolina School. I spent several years in Virginia working as an Accounting Manager for a private yacht dealer. I am the person in the office that the Director turns to when there are accounting questions or if there is a meeting set with Accounting. If you have ever attended one of Jim Davis’ trainings he says “procurement folks need to learn how to talk to the accounting folks”, I agree with that statement 100%. I obtained my Associates degree in Accounting from Strayer University and an Undergraduate Degree in Business Administration with a concentration in Contracts and Acquisitions.
I also love to volunteer! I have volunteered with the SCAGPO Forum Committee for the past three years. Two years of which I helped to plan and decorate for the GALA! What a great experience! This past year I co-chaired the Reverse Trade Show Committee, which unfortunately was canceled due to COVID-19. I serve as the current chair for the Certification Committee.
SCAGPO is an extension of my family. I enjoy the times that we all get together, learn about each other, and find someone from another organization that we can bounce ideas off of. That is what I love about this organization and I want to do anything I can to support my family!

Introducing Database Administrator Candidate: Georgia Gillens, CPPO, CPPB, CPM
SCAGPO Members, it has been my distinct pleasure to serve this organization for the past 21 years in multiple capacities. I have been fortunate enough to gain your trust as I worked from committee member to ultimately serve as your 2013 President. I remain dedicated to serving the membership and the communities we serve by upholding the ethical standards that lay at the very core of our profession.
I am currently employed by the SC Public Employee Benefit Authority as the agency's procurement director where I have the privilege of soliciting contracts for your insurance and retirement benefits. My previous work history includes serving as Procurement Director for the South Carolina Department of Education; Procurement Manager for the Materials Management Office (MMO); Procurement Officer for the SC Department of Parks, Recreation & Tourism; and Procurement Officer for the South Carolina State Library.
I am a graduate of The University of South Carolina and I hold a dual Master of Business Administration and Master of Health Administration from Webster University. Additionally, I also hold a master's degree in Procurement and Acquisitions and a Government Contracting Certificate.
I am a very active and involved member of SCAGPO and have served the organization in the following capacities: Secretary 2020, Awards and Scholarship Committee Chair 2019-2020, Nominating Committee Chair 2014, Past President 2013, Vice President 2012, Program Committee Chair 2012; Forum Chair and Database Administrator 2011, Director at Large, 2010; Certification Committee; Information and Publicity Committee; Membership Committee; Mentoring Committee; and Professional Development Committee. I have never been fortunate enough to serve the organization as its elected Secretary, however, I was appointed by two previous SCAGPO presidents to serve in this capacity due to the illness of one secretary and the unexpected resignation of another. As I stood ready in previous years, I stand ready now to serve the membership in this vital role that captures the historical records of the SCAGPO Board as it represents you, the membership.
It is with an attitude of continued service that I solicit your vote for SCAGPO’s 2021 Database Administrator.
Introducing Director at Large Candidate: April Johnson CPPB, NIGP-CPP
April Johnston has served as the Airport Contract and Procurement Administrator with the Horry County Department of Airports since 2017, and prior to that was the Airport Project Manager for four years. The Horry County Department of Airports has four airports in its system, including Myrtle Beach International Airport. During her time there, she has performed contract and procurement administration for numerous solicitations and contracts including a $60 million taxiway rehabilitation, various capital equipment acquisitions, and multiple concessionaire opportunities. In addition to her procurement experience, she has performed project management for a number of substantial capital projects, including a $120 million new terminal, a $20 million rehabilitation of a single runway, and all with multiple other projects running concurrently. In this capacity she has participated in federal and state funding applications, processing of pay requests, and ensuring compliance with grant assurances.
April obtained her A.A.S. in Construction Management from Montgomery College in Rockville, MD. Additionally, she earned her Certified Professional Public Buyer (CPPB) designation from the Universal Public Procurement Certification Council (UPPCC) and was one of the first 56 people, in the universe, to obtain the NIGP Certified Procurement Professional (CPP) certification from the National Institute for Government Purchasing (NIGP).
April has been a member of SCAGPO since 2017 and served as Membership Chair in 2019 and is the current Relations Officer. In addition, she has served as Secretary for the Airport Purchasing Group (APG) since 2018. Some of her greatest strengths are her outgoing personality, her willingness to volunteer, and her organizational ability. She would like to utilize these skills by serving as Director at Large for SCAGPO in 2021.
Introducing Director at Large Candidate: Brandalyn "Brandi" Brewer
Hello procurement professionals. My name is Brandalyn “Brandi” Brewer and I am running for Director at Large. I have lived in Lexington, South Carolina all my life and that is where I meet my husband, Jerry, of 13 years. We have three (3) handsome, full of energy boys who never let mommy sit or slow down boys. Their names are Aiden (11), Coltyn (6), and Landon (4). Our family also includes two dogs (Oakley and Stella) and three hermit crabs. I spend the majority of my time at a baseball field watching all three of my boys play the Great American pastime. I love every minute of it. When I am not at the baseball field, I am watching my Gamecocks play (baseball and football), baking custom cakes on the side, wedding/event planning, or I have my toes in the beach sand soaking up vitamin D any chance I get. I also value spending precious time with family and friends.
My purchasing career encompasses nine years. I began my career at DHEC in the contract section later moving into the role of Contract Manager SCDMH. I currently serve in the role of Assistant Director of Purchasing and the Services Team Lead at SCDMH. I have served SCAGPO as a member of the Forum Committee for the last three years. For the past three years; I have served as the Chairperson of the Forum Banquet decorating committee. It would be my honor to represent SCAGPO as Director at Large and I would appreciate your vote in this year’s election. I will do my best to represent you well on the Board if elected.
Introducing Director at Large Candidate: Jessica Goff
My name is Jessica Goff and I am running for director at large for SCAGPO. I have been a member of SCAGPO since 2012. I have served at as SCAGPO Region 1 Director, I have served on the Professional Development, Forum, Program , Bowling committees. I am currently serving as the Historian for SCGAPO. As your director at large, I will be able to communicate with the membership and get things done. I love SCAGPO and the SCAGPO Family. I am married with two wonderful girls.
Introducing Director at Large Candidate: Nathan Dawson
For those of you who do not know me, I have been a Procurement Manager with the State Fiscal Accountability Authority, Division of Procurement Services, Office of State Procurement, since February, 2017. I work on the Human Services Team as part of the Sourcing Team, and am also an instructor for DPS classes.
Although I have only been in the procurement world for 3½ years, I have made the most of that time. I joined SCAGPO straight away, and was welcomed with open arms at my first Forum in 2017 by Steve Pullie and Mike Emory. Despite such a harrowing introduction, I have since served on the Golf Committee, Forum Committee, Membership Committee (current chairperson), and even presented at Forum in 2018.
I truly enjoy what I do and the people I do it with, and love interacting with other procurement professionals throughout South Carolina and the rest of the country. Having presented at other State NIGP Chapters, I am proud of what SCAGPO has accomplished, and excited about what we will continue to achieve in the future.
If given the opportunity to serve as Director at Large, I will represent your interests as members to the best of my abilities. I will act as your liaison with the Board, and will be available to hear your ideas on the direction we should take and answer any questions you may have. I believe the work we do is important for the citizens of South Carolina, and will help ensure SCAGPO provides us with the resources and support we need as hard-working procurement professionals.
Introducing Director at Large Candidate: Willie Atienza
Please let me introduce myself, I am Willie Atienza. I have 13 years of procurement experience, 6 of those years have been in the public sector, with the City of North Charleston, where I currently serve as the Deputy Director of Procurement. I assist the Procurement Director with the bid/proposal process in writing specifications to be met by vendors and preparing award and contract documents. I am also responsible for surplus sales for City equipment and/or supplies and assisting the Procurement Director with the City of North Charleston’s Small, Disadvantaged, Minority, Business Program.
I have previously performed pre-award and post-award activities, as well as monitored contract performance in support of SPAWAR Charleston for the Marine Corps and Federal Bureau of Investigation projects.
I am always willing to lend a helping hand during any SCAGPO function or event. I have assisted with hosting several NIGP classes held in North Charleston. I have also assisted with the setup and breakdown of several reverse trade shows in the Charleston and Columbia area. I regularly attended quarterly training and board meetings. I would love the opportunity to serve on the Board and get more involved.

A Message from SCAGPO President Tammy Isham Holman, CPPB
Greetings, SCAGPO members! 2020 has been one for the books! Through all of the obstacles, difficulties, and crises we’ve faced personally and professionally, we’ve managed to reach this point. I would like to commend all of you for your collective efforts in making this year successful. From taking advantage of training opportunities to new certifications – We’ve proven that we are more than conquerors!
Please register for our Virtual Forum coming up in November. This will be a history-making event. If you have never attended a SCAGPO Forum, now is the time. No travel? No worries. You can attend from wherever you are!
As the focus of this edition of Buyways is on the Chapter's election, I also want to mention the opportunity you have to make a difference by voting. Be sure to read the messages from the candidates and vote for the candidate you would like to see represent you in the coming year. Winners will be announced during the Virtual Forum.

Registration is now open for the SCAGPO/IAPPO Joint Virtual Conference! While we will miss seeing one another at Myrtle Beach this year, our virtual conference presents us with an opportunity to present topics and speakers, which would otherwise be unavailable to us.
This event is due to the collaboration of our chapter, along with the Illinois Association of Public Procurement Officials and NIGP: The Institute of Governmental Purchasing Officials. We plan to preserve as much of our face to face experience as possible, including supplier engagement, networking sessions, and member drawings.
